The WWE has been around longer than the NBA. TNA is roughly 10 years old. If your “plan” for TNA includes a rule where former WWE employees cannot work for TNA or appear on Impact Wrestling, then I am grateful you aren’t in charge. Of course I would probably be grateful for that anyway.
As a matter of fact if you don’t want former WWE wrestlers working for TNA, then there wouldn’t be a TNA, because it was founded by Jeff Jarrett.

Mickie noted an ex TNA wrestler in an interview a while back. She made it big in TNA. So big, that her 2 minute fame in WWE was all Mickie could remember of her. You might recall her. Kharma. She was known in tna as Awesome Kong.
